President-elect Barack Obama and his aides are in Washington to discuss a national economic recovery plan that includes new spending and tax cuts.

With Sen. Barack Obama of Illinois vacating his U.S. Senate seat to be inaugurated as president on Jan. 20, the law provides for the governor of Illinois to make the appointment of a U.S. senator to serve till the next election.
